3. Financial and non-financial incentives to increase HIT adoption by clinicians and other information suppliers and users and to encourage their connectivity consistent with the Common Framework. These incentives may include loans, grant funding and private and public investment through reimbursement changes. Three tiers of funding and incentives need to be in place to build the Health Information Environment:
   1. Providing support for ongoing investment in the Common Framework and the standards and policies created and maintained by the SPE
   2. Providing sufficient funding to seed the creation of self-sustaining regional initiatives consistent with the Common Framework
   3. Accelerating the adoption of electronic health record systems that adhere to the Common Framework, and that promote high quality healthcare based on greater access to health information.
