Across the United States, hundreds of organizations are working to establish local, regional, and other kinds of health information exchange, networks. Through its prototype, Connecting for Health is developing a set of tools to assist organizations engaged in this kind of work, since many of them are contending with significant, novel contractual and technical issues.

To assure that they are compatible, Connecting for Health is simultaneously developing technical requirements for information exchange and policies that protect patient information. To that end, it has established a Technical Subcommittee and a Policy Subcommittee that work together closely on the prototype.

The Policy Subcommittee is made up of members of the Connecting for Health Steering Group and outside experts. The Subcommittee is consulting on the design and development of tools, including a model contract, to be used by members of information exchange networks. The Subcommittee is also developing policy recommendations related to the privacy and security of health information, including who may access it and who would control it. The first tool developed by this Subcommitee, a Topic List that serves as an index of the contractual issues networks should address in developing health information exchange is now available at Tools for Health Information Exchange Networks.
