Technical Subcommittee
Across the United States, hundreds of organizations are working to establish local, regional, and other kinds of health information exchange networks. Through its prototype, Connecting for Health is developing a set of tools to assist organizations engaged in this kind of work, since many of them are contending with significant, novel contractual and technical issues.
To assure that they are compatible, Connecting for Health is simultaneously developing technical requirements for information exchange and policies that protect patient information. To that end, Connecting for Health has established a Technical Subcommittee and a Policy Subcommittee that work together closely on the prototype.
The Technical Subcommittee is dedicated to defining and testing a technological means to match patients with their existing health records, as well as to ensure the timely delivery of those records to sites of care, such as hospitals or doctors' offices.
The Subcommittee's process began with an articulation of principles that it has used to guide its work, including the following: Any proposed solution must support the accurate, timely, and secure handling and transmission of patient information; it must increase the quality of care, the economic sustainability of the health care system, and preserve the privacy of patient data; and, it must create value for many different kinds of participants, from private, non-profit and government institutions to the individual health care professionals and patients who use it.
Through the Connecting for Health prototype, the subcommittee plans to demonstrate that a group of institutions, with no other formal affiliation, can securely use the Internet to connect to one another and to locate and exchange health information as needed for patient care. Moreover, the Subcommittee plans to exchange such information without requiring the use of a unique patient identifier for health or a central store of clinical data. Importantly, the system will enable participation by institutions and practices without highly sophisticated information technology systems.
